Why even start Photo oder Designer?

Not really. Unless you need specific functionality that is only available via each other app's own special personas.
Especially in Photo, some advanced features cannot be used from the Publisher's Photo persona.
Also, some custom settings won't automatically sync, e.g. custom keyboard shortcuts.

But even then, you can always quickly and seamlessly switch via File > Edit in Photo. And back to Publisher the same way from Photo.

1. The Export Persona.

2. Liquify

3. Astrophotography stack, HDR merge, Focus Merge.  

Probably a few others.

Probably that's exactly the reason why they aren't included in the Photo personal of Publisher (because it doesn't apply just to you).
