Hi.. puzzled!
One other option is to rebuild the file from scratch. I noticed that the background cat image is rotated from bottom left. You could try rebuilding with a portrait image without any rotation. Rotated | scaled images in InDesign would always cause a lot of issues. They are large images at 300dpi. So I ran a test at different sizes and formats by copying out the files and resaving. Then rebuilt the AD file just to see what happens.

I have rebuilt the file as low 72Dpi and with placed images from original resized | re-formated to jpeg | png's for transparency and imported into original doc size in AD2.
Then Editing this file in Publisher and attempting to package gives the correct results. It finds the files!

Can you see what you get with this one...

Strangely. I believe the issue could be
1. the images are not really present in the file for some reason!. 
2. Size
3. Rotated objects

I ran through the allowed number of posts yesterday. I did re-install Designer and no luck with that.

I realized that I was having the same issue with Photo and Publisher!

So it might be something with this computer. Which I'd still like to fix.

If you kind folks run out of suggestions is there someone I can be referred to?

I'm hoping sincerely it's not something with iOS 10.15

because I'm about to have that put on my other laptop so I can use my Wacom tablet.

No, I don’t think this probblem is specifically related to macOS 10.15. I’m running 10.15.7 still and I’ve never encountered this “lack” of visible content before.
What are your System specs?
And what are your Performance settings in Designer’s Preferences?
Have you tried a ctr launch of Designer to reset it to it’s default state?
Although you say you have tried reinstalling the app, unless you also removed it’s support folders in Library, the new install will just have inherited any bad files in there that maybe causing this.

Same here.

@selrif, what do you see if you enable the rulers after double-clicking on a layer to center it is the workspace window?

The Move Tool isn't active, which would cause the Transform panel to show 0,0 wouldn't it?

Thanks. I could not tell which tool was active, so that must be why it's showing 0,0

Although I have never encountered this problem on my system, I have just remembered seeing this once before on these forums.
Have a look at Dan C’s potential solutions for this problem in his post here, primarily switching from OpenGL to Software in Designer’s Performance settings:
