Problem editing parent topic of index topic

1. Consider editing an index topic without a parent topic, to add a parent topic:
This does not work reliably through either the right-click menu or drag'n'drop. 
It appears to have worked initially, but reverts soon after. 

2. Consider editing an index topic with an existing parent topic, to change an existing parent topic:
This appears to work reliably, through both the right-click menu or drag'n'drop. 

Is there a workaround for (1) ??

Hi, I think I have duplicated the problem you're reporting. Do I have this right?

1. Edit an index topic without a parent topic
    
2. I want to set Parent topic to Fruit which already exists. I type F and see this popup menu
   
3. I select Fruit from the menu and Publisher sets Parent topic to F instead of Fruit
   
4. If I now press tab the rest of the word will appear but I shouldn't have to do this
   

Is this the bug you're seeing?
