Unless I’m mistaken, the Frame Text Ruler isn’t part of the Designer functionality and is only available in Publisher.

For reference, the Frame Text Ruler is visible and usable in the Designer Persona of Publisher, unsure if that is what @DWS-Druck is referencing or if, as you say, the post should appear in the Publisher forum.

Either way, @DWS-Druck, it would be helpful if you could provide some context in terms of what exactly isn't working along with either some screen grabs or a short screen capture video demonstrating the issue you're experiencing otherwise there is very little to go on...

The text frame ruler (and table formatting controls) not appearing in Publisher are known issues. There is a temporary workaround. Go to Preferences > User Interface and change the Font UI Size from default to large or vice versa and then switch it back. You'll have to do this each time you start Publisher until the issue is fixed in an update.

Cheers
