Publisher -- Index -- Importing List of Topics?

Why would you want to do this? You'd still need to insert at least one index marker for each topic and isn't it just as easy to type the topic name then?

Someday when scripting is available it would be really easy to write a script to do what you want.

Automation for this would be nice too, by the way — it‘s possible to search a single Topic in the whole document but not to automatically create an index (or a base) by searching and placing index markers for the whole topic list.

I understand now. Yes, this would be a good feature for that use case. InDesign has this feature.

If Publisher doesn't have this feature by the time scripting is added to Affinity, and assuming there's a script method to create index topics, I'll write a script to do this and share it online.
