Works for me in Designer. I can tap, or I can click it and drag.

Note that the magnifier is showing the color under my finger, or under the Apple Pencil, not the color that appears to be under the magnifier. The magnifier just shows what's under your finger/pencil.

My recording just shows the click/drag method, not the tap.

Here's one from me. Note that no matter what color is shown by the Color Picker, the color well in the Color Studio becomes or stays white.

it seems to effect placed images such as png. Rasterizing the placed image appears to have no effect on the image either.

Try this:

  1. New doc
  2. Place a shape
  3. Rasterise the shape
  4. Display Layers Panel - make sure the shape layer is selected
  5. Colour Picker Tool - try both Global and Current layer

Are you having an issue with that recipe? If not, it could be something to do with the type of placed image, Image Layer, bit depth, pasted image etc. etc.

Chris, for me it’s Placed images eg .png, tried rasterizing but the layer stays as png. Maybe that’s the issue? Unable to Rasterize a png placed image.
1. Here I exported from photo as png, then placed in Publisher. 
2. used colour picker ( turned image black and white!). 
3. undid colour picker and rasterised the layer. 
4. used colour picker, image colour unaffected now, but selected colour shows as white.

Sorry mate, my bad. New to Publisher and didn’t realise that opening New A4 Doc defaults to opening with multiple pages.🙁
