Instead, duplicate dragon, use blur and outer shadow in blue, move below black dragon. add another pixel layer between and paint in light center part, add Gaussian blur. Dragon has a small 3D effect applied, angle about 315 degree. Just using a zero hardness brush for each halo colour.
