No, the Affinity V2 applications cannot convert selections into curves.

As long as it's a strictly rectangular or oval selection, you can use Snap to pixel selection bounds and quickly redraw using Rectangle or Ellipse shapes, or with the Pen tool and then adding and manually aligning additional nodes inbetween.
