This way, we can now select exclusively via the layer panel, but not directly. I think it is possible on the desktop version with a mouse, but here on the iPad it is not possible with a pencil. Because that's what people have been requesting for years: a true and unselectable lock, just like in the other applications from that company which rhymes with Schmadobe. From my experience, selectable locked layers are not a big deal on desktop. But a touch screen is a different environment because many users won't be using external input devices, only tapping with their fingers. But you're right, it's by design that you can't select it directly in the workspace; only in the Layers panel.
