You can turn it off, if you also own Designer, by switching to the Designer Persona in Publisher, then in the Document menu, tap Canvas, then tap Clip to Canvas. Note: you cannot tell if it is enabled by looking at that option. This has been reported, along with the option being missing in the Publisher Persona itself.
