Affinity Designer 1.10.5 Can't find 'Live Filter Layer'

I am new to Affinity Designer and am trying to blur part of a photo image.  I found a suggestion stating that a Live Filter Layer could help me accomplish this. However I cannot find the Live Filter Layer command, in all the screen shots I've seen it is located in the Layer menu under New Adjustments, but it is not there.
