I think you might have to install them into iPadOS, but I haven't found how to do that. For Bulgarian, you can just set it as a Spelling language in Publisher (at least). I haven't checked the other apps. In the Text studio, expand the Character section (the line with Bold, Italic, Underline, Strikethrough) and then select Language and then Spelling. Bulgarian is in the standard list. Note: The list is not in alphabetic order. It is not available for hyphenation, however.
