Can I give my v1 licenses to someone else if I buy v2 licenses?

So, v1 will no longer be supported and it seems v2 completely replaces it; so, can I give my existing v1 licenses to someone else while I move my work to v2?

The Licence Agreement https://affinity.serif.com/en-gb/licence/ states:

“3. The Licence granted to you is limited, non-transferable and non-exclusive.”

and

“4… you have no right to rent, lend, lease, sell, supply, transfer or distribute, transfer, redistribute or sublicense the Serif Software.”

So, I'm expected to just let that perfectly usable software license get all dusty and rusted? doesn't make much sense, specially when previous customers are treated exactly like new customers.

You can use it or not, but you cannot legally violate the licensing terms that were in effect when you bought it!

Answering completely honest, Yes and No.

Yes: if you are installing it on your daughter (or Spouse) laptop that is registered on your name. Even if you want your brother to have it, you need to be sure it is on a laptop that "belongs" to you. In my case, for example, Every device in my household, Wife, Daughter, etc. is under my same account. Legally, they're all mine. 

No: If you want to sell it on eBay, give it away to a friend or maybe a family member that owns the machine. In that case, you can't.

Technically correct, because you'd have to drag Serif to court to actively assist you with transferring the license. But software purchased within the EU can be sold regardless what the EULA says. Latter renders invalid in this point since The Court of Justice of the European Union has ruled that publishers cannot stop you from reselling apps or digital licenses for them.

Why don't you give V2 to someone, that is een real present!
