I use this all the time for both Photoshop and Illustrator and it seems pretty standard for being able to nudge any value by 10. All the designers I know heavily use the shift+arrow keys to move elements around (in 10px/pt increments) or change values in increments of 10 (font-size, height values, width values, etc.) using the shift+up-arrow or shift+down-arrow to increase/decrease values respectively by 10.
