I don't know if I read it well but, should adding the digits in the left column and the ones on the right equal 100%... If so, it does not work.

The graphs icons don't work either. Maybe you should take 360 degrees and find the correct angle according to the numbers. Like 89% is 320.4  and so on.

Here is what I get (hoping I'm right)

Do you have an RGB/8 or RGB/16  document open, and do you have a (Pixel) layer selected in the Layers panel? What Tool do you have selected?

I assume you mean rule of three.

As 100% equals 360°, 90% equals (360/100)*90=324°.

It's a simple rule of three (performing the cross product). Write down the equation and multiply it crosswise ...

If I want 90% of 360 I just do this

0.9 * 360

6.73% of 360 I do this

0.0673 * 360

I have never mastered color management, period, so I cannot help with that.
