Serif advises to roll back the recent Windows update related to .NET 3.5 and 4.8.1. They do not give exact instructions but just refer to KB article numbers indicating some of the updates involving these modules, but e.g. on my system (Windows 11 with all updates) the KB numbers are different, and there are four updates related to these modules, so I do not even know which one to uninstall (or all) to get rid of the issue.
