Easier access to pages start on left/right function (Publisher)

Hi,

I'd like the option to change the starting page (left or right) orientation to be more accessible (in a created document). I am pretty sure I have seen it at some point, but I can't find it anywhere now and the help menu does not help me on that regard. 

For the mean time I'd also like to know where I can find the function. I don't want to make a new document every time I try to change this.
