How to “extract” an element from an image and make it into a PNG file?

So, I am curious about how to do something, and I hope someone here can help somehow.

I want to “extract” a mark from a stamp left on paper so that the stamp alone remains as a PNG without the background. I’m not too sure if there is a specific process for this or if it's simply selecting the mark and masking out the background. I’ve seen stamps extracted in a way that eliminates everything but the mark. For example, the image below:

I would like to extract the seal and completely remove the background so that only the mark remains. I haven’t been able to find a tutorial on youtube for this (most likely because I’, searching with the wrong keywords).

If you know how to do this, I would appreciate it immensely!
