I believe there is a bug within Affinity programs.
When picking colours using Colour Picker Tool from toolbar colours are what I expect, but when using picker from Studio Colour panel and picking colours from outside of Affinity program it shows completely different values. You can check attached video.

Welcome to the Affinity Forums :)

I can confirm that the Affinity apps will use any display ICC profile, applied through Windows settings to convert your document colour to the screen profile, and many other creative applications do not do this, which would likely explain the issue you are seeing.

Please open Windows Run (Windows Key + R) then paste the following string and press OK:

colorcpl

In the window that opens, please make sure 'Use my settings for this device' is ticked, and your monitor is selected in the dropdown list.

Please now remove any profile that has been applied here, and add the default sRGB profile, as shown below:

Once this has been done, please restart the Affinity apps and try colour picking once again. Please do let me know how you get on here!

I have never mastered color management, period, so I cannot help with that.
