On one of the pages that have "full-page photographic backgrounds" right click the Master page layer (in the Layers panel) that contains the page numbers and select Edit Linked Then select Layer > Arrange > Move to Front and click the finish button (top of screen) Assuming you have nothing else but a page number text frame on that particular Master page, all should be fine If there are other elements on that Master page, who knows?
