From memory...

On one of the pages that have "full-page photographic backgrounds" right click the Master page layer (in the Layers panel) that contains the page numbers and select Edit Linked

Then select Layer > Arrange > Move to Front and click the finish button (top of screen)

Assuming you have nothing else but a page number text frame on that particular Master page, all should be fine

If there are other elements on that Master page, who knows?

I'm assuming your Master A page is applied to all pages except page 1 in your document

If so go to, say, page 5 and try what I advised earlier

Not sure why you are seeing 55 

Check your Master page, the page field is normally showing as just # yours is showing as #1

FWIW, it looks like in the first screenshot above, the Master A page is selected (highlighted) in the Pages panel, but the view is actually set to some document page, so the Layers panel is showing the text layer from Master A for that (otherwise empty?) page; thus the solid red bar indicating it is a Master page item.
