I am trying to find a way to stop framed text to snapping to it's baseline
I have to be very careful when dragging text objects (and tires my hand very quickly).

I searched around and it seems that there is such an option in Publisher, but it don't seem to be available in Designer?
Is it hiding somewhere, or is there work arounds?

Is this with files that were made or modified in Publisher?  Or Text Frames that were copied from Publisher and pasted into Designer?

I ask because that is the only way I can get this to happen in Designer. Designer Documents made and modified only with Designer don't have this ability/problem.

Your text is snapping to what? The grid? The guides? You can disable both snapping options from the snapping menu (the icon with a red magnet)

Turn off Snapping.

Designer doesn't have Baseline Grids. There is an option for it in the Snapping Manager but no way to utilize it. Unless one has Publisher which you don't. Most likely you are snapping to the grid. The snap to grid will happen with the font's baseline and the Text frame itself.
