Placing a TIFF-Image in it’s original dimensions

I want to place a scanned TIFF-Image in it’s original dimensions (4x4 cm). AD places it in a much bigger size. Of course I could resize it to it original size in AD, but this is not really how it should be, right? InDesign, Illustrator, Freehand,... All these programms can place images without changing their dimensions.

Maybe I could adjust the document resolution to the resoulution of the scanned TIFF, but this would also only be a workaround. And what, if I have images with different DPI that I want to place in their original dimensions?
