Exporting Transparent PNG's handled differently by Publisher and Designer

A while back I wanted to export a fixed sized (2800px x 2800px) transparent PNG from Designer, and I discovered that to do this I had to create an transparent rectangle 2800px x 2800px so that I could ensure that my exported files was the correct size with transparency, otherwise Designer automatically cropped the file to the size of the visible graphic.

Recently I tried to replicate this technique in Publisher but even if there is a transparent rectangle the size of the page if I select all and export selection to PNG it crops the image to the visible elements of the file.

I wonder if anyone has any thoughts or suggestions please?

What settings do you have set in the Export Window?
