Numbered and not numbered lines - numbers aren't setting how I need

Can't figure out how to get the numbering to set as I need it to be.  I looked through some other queries about this, but couldn't find an answer of how to do this.  Using Publisher

For some reason the rules are numbering correctly.  Both sets restart at a.

Crafts should start at 1 but it starts at 15, which is a continuation from the Pet Show.

I have flipped switches and changed drop downs without any luck.  I have compared the settings for the style for the rules and the class and even when set the same, do not act the same.

It would help if you'd show us the Bullets & Numbering settings you're using for the Crafts entries, from either the Paragraph panel or (if using a Text Style) from the Text Style definition itself. You probably have a Name defined so you can maintain numbering across different parts of the document, and it sounds like that's not what you want to use.

I think I figured this out.  Found a tutorial that showed me another place to put in the settings other than in the style.

I put the link to the video in for anyone in the future who has this issue.

I went to the start of each sections to fine tune the settings of the style.
