Designer 1.10.5.1342, Windows 10.

I draw a circle and select it.
I press Ctrl+J to create a duplicate of the circle.
I move the duplicate with the mouse cursor.
I press Ctrl+J and the second duplicate moves as expected.

Rewind.

I draw a circle and select it.
I press Ctrl+J to create a duplicate of the circle.
I move the duplicate with the keyboard arrow keys, not the mouse cursor.
I press Ctrl+J and the second duplicate doesn't move. Should it?

I would say it should, but it does not. Dragging manually moves it, with the Transform panel the circle is moved. So why not with the arrow keys?

Possibly because each press of the arrow key is a separate action, and Power Duplicate remembers and handles only 1 action on the selected object. Using the mouse, or the Transform panel, is a single action.

Try creating the circle
Press V
<ctrl>J
Use the arrow keys to move the 2nd object
Click in the Transform X Y R or S boxes and press <Enter>
<ctrl>J

Now try again but click in the W or H boxes for a surprise

But in Help they talk about "transformations", not about "actions".

So it should be possible to do the part with the Transform panel, plus the mouse, plus fine-tuning with the arrows.
Even now it is possible to use the Transform panel to move in the X-axis, then in the X-axis, then rotate, which are three input actions. And Transform panel and mouse can be combined together.

Please see my response regarding the choice of the move tool while the making the selection and how that tool does not activate the transform panel for the selection or the duplicate.
