  1. I opened a PDF file in Affinity Designer
  2. Rotated it 90 degrees by Right clicking on the file and selecting Rotate Right. I did this multiple times to get it rotated 90 degrees.
  3. Saved it as an .afdesign file
  4. Exported it as a PDF file

The exported file was not rotated like my afdesign file is.

And maybe another bug? When I reopen the afdesign file, the image is displayed the way it was originally, not rotated 90 degrees like it was before I closed the file.

This does not work as I expected it to.

Welcome to the Serif Affinity forums.

Having to do it multiple times implies you were using the equivalent of View > Rotate, which rotates 15 degrees at a time. This is just a rotation of your view of the canvas, not a rotation of the document. Basically, this:

Instead, you need to rotate the Artboard, I think. Either https://affinity.help/designer/en-US.lproj/pages/ObjectControl/rotateShear.html or https://affinity.help/designer/en-US.lproj/pages/ObjectControl/transform.html might help.
