However it's strange if it still opens Publisher even if you using File > Open in Photo, if this is happening can you do a quick screen recording. There seems to be some weird stuff happening with "Affinity Openable" files being associated with Publisher. I am not sure if it is a Mac App Store and Serif Website Store association/conflict. If Mac Finder works as Windows File Explorer seems to, it may be the last application that was installed, that says it can handle that type of file, that will be used by default.
