I'm not sure what you mean. The color wheel (in the Color panel) doesn't rotate. The center triangle rotates, but the wheel (outer circle) is stationary.

Can you give us an example of a situation where:
(A) this change would be beneficial;
(B) the current existing functionality can’t be used?
If you can explain what you are doing, and why you think the change might be beneficial to others, then we might be able to understand the request better.

However, the inner triangle rotates depending on the selected color quite logically and completely as expected - its vertex is based on the selected color (H), and its saturation and lightness (S and L) are displayed on the expanding side. If the triangle did not rotate, its expanding part would lack logic and context with the currently selected color.

In Krita, the colour wheel is like this:

 

So I know, that when I want to desaturate a colour, I move it to the left. If I change the lightness, I move it in the vertical direction. This is regardless of the colour I have picked. I always know the general direction that I need to move a colour to and don't need to process the direction of the triangle first to know how I should change the colour.

The wheel in turn, displays the hue that I have chosen, so I can make fine grained adjustments to the hue, while retaining a sense of saturation and lightness (it's HSL).
