creating fills for text in Publisher

Try this

Convert to curves
Select the first character
Use the fill tool to apply a gradient
Change the colours
Copy
Select the other characters
Edit/Paste style

attached file has the history saved so you can replay the steps

To keep it as text, I would create multiple rectangles with the desired gradient spaced vertically according to the leading and having the width of the text frame, and then just clip those rectangles within the text frame:

text fill example_fixed.pdf

text fill example_fixed.afpub

The text is retained as long as transparency is allowed in export (PDF 1.6 or later), e.g. if you export using PDF (press ready), PDF/X-4, PDF (digital, both qualities). If transparency is not allowed, the text would be converted to curves (and the gradient inside would be rasterized).
