Document/canvas rotation shown in Transform

Document and canvas rotation are two different functions. Document rotation physically modifies the document. Canvas rotation just changes how you're looking at it, as though you rotated your screen, but does not change the document itself.

The Transform panel is used to make physical changes to parts of the document, and would not be appropriate for a canvas rotation (in my opinion) as that's not a physical change.

On the other hand, I'm not sure it makes sense to physically rotate the document in other than 90-degree increments.
