It can depend on several factors, but assuming that both PCs are running Windows, you own or control both of them, you're the only one (if anyone) using them for commercial purposes, and you purchased from Serif directly at the Affinity Store, then you can login to your account at https://affinity.store/account/downloads and you'll find a download link for the software, along with the Product Key and email address you'll need during the install.
