It works when the character> leading override is bigger than 0 But when it comes to 0pt, double clicking the text box edge would not resize and fit to text height and width. Quote

Welcome to the Serif Affinity forums. A Character panel Leading Override of 0pt will overlay all the affected lines on top of each other, making the text unreadable. I'm curious why you want to do that. I would generally suggest not using the Leading Override, but instead using the Leading in the Paragraph panel. But intentionally overlaying all the lines on top of each other is not something I would think you would want. For whatever you want to use it, it works if you have the end-of-text symbol § in a separate line with e.g. 1 pt leading.
