Does Affinity Publisher offers resources such as page decorations (images) or would I need to purchase Affinity Designer?

Not directly, but you can insert images and vector graphics from your own or other sources.

In Affinity Publisher and Designer there is also the possibility to use images from Pexels and Pixabay. On Pixabay, however, you can also use vector graphics.
