Message says 'Cannot Export. This document does not allow exporting.', I don't seem to have the option to save either.

This was a 3 page layered doc that I opened from PDF. I removed some layers and moved all of of the pieces from the three separate pages to a single artboard that I added. Now I need it back in PDF format, but I can't seem to get it to work. Any help would be appreciated!

Those warnings generally are due to the document being locked. The author does not want anyone copying, altering their work. You would need to contact the author of the PDF document to get a copy of an unlocked file.

Thank you! It's not from a compressed folder, nor is it Read-Only. I did notice that when I open it, it says 'locked', but It's interesting as I can edit the file in GiMP. If it says 'locked' is there no way to unlock it?

As per @Ron P., if you are not the original creator of the PDF then it would be best to contact the author, as it may be locked for copyright reasons.
