Intended behaviour for export while accidently on a Master Page?

Is this intended behaviour, that only the Master Page is going to be exported while being on this page accidently? I mean Area in the export dialogue says Whole document and document does not mean solely Master Pages. There is no distinction between Master Pages and Spreads in the export dialogue. Just wondering.

I cannot get Area to be "Whole Document" in Publisher when I export a Page-based document. It always seems to be some variant of Spread or Page. So I'm unsure what you're seeing.

When I set it to All Spreads, while I'm viewing the Master Page, and export a PDF, I get just the document pages. I can export the Master Page I'm viewing if I choose Current Spread, though, Lee mentioned.

EDIT: Now I see the reason. Try this with a single page document.
