Two questions in one.

The Txt Style is very useful tool

But I saw it's limited to the opened project and saved with it;

My first question is: How can I make styles available on any nw project?

I saw also that once it's created, there is no way to edit it Rather than to redo everything from scratch.

Am I wrong? In case (and I hope) yes, how to edit them?

System:

If you click the settings icon (burger menu) for the Text Styles panel, one option should be to save the current styles as a default.

Double-click on a Text Style in the Text Styles panel. Or right-click and choose Edit.

The Edit I was able. I had not the View > Studio > Text Styles active.

EDIT: I found it on the main menu the option to save it as default

The strange thing is that I fix an outline style of 3.2pt and once saved, close the document, open a new project, write  the text applying the style, it gives 0.7pt. I had to delete the style and to redo everything to be able to get the changes

Do both documents have the same DPI setting?
