To use the clone tool from a layer on another one

Is it possible to to use the clone tool from one layer to another one ?

I mean to take a part of an image from a layer to put it on another layer.

For instance in the screen shot enclosed I'd like to fill the missing hair of the boy whose hair is cutt off to reconstitute it.

It looks as though the top of the boys head is cut off in the layer you are trying to clone from!
