For me, the color sampler in the Color panel, or the Swatches panel, or the Color Chooser panel are picking the same color for both of those Artboards. And it is the CMYK value 96/66/0/0 as you have a CMYK document. Those hex numbers that you show as 135EA2 (and my system shows as 145EA2) are, of course, RGB values. Since there's a conversion from CMYK to RGB in that panel, the color profile is probably involved, as you mentioned in the video. But I'm not sure why both RGB #005DAC and #135EA2 are equal to CMYK 96/66/0/0.
