Yes. Either select in the Pages panel by clicking thumbnails with Shift or Cmd/Ctrl keys pressed – or use the menu "Document" > "Delete Pages…" to delete a continuous range of pages.

  1. Select the pages in the Pages panel. Then drag them in the Pages panel to where you want them to be.
    or
  2. Save as to make a copy of your Publisher document. Delete the pages from their current location. Document > Add Pages from File, select the original copy of the document, the page range you want, and the new location where you want them to be.

Note that either approach can cause problems, if you are working with a Facing Pages document, unless you make sure that you are moving an even number of pages, so that all the following pages keep their current left-page/right-page status. If you move an odd number of pages, and pages that were on the left become right pages, or vice versa, you can have problems.

Is there a way to clear the selections panel and start over?  My delete icon does not work in selection manager.

Do you mean section where you've said selection?

If so, in the Section Manager, the Delete icon (trashcan) works just fine for me. Can you provide a screenshot or screen recording that shows the problem?

Just in case you haven't noticed: When arranging pages manually you can enlarge an undocked Pages panel to full screen. If page thumbnails are set to other than small size this gives a better overview. (click to enlarge)

Thanks for the tip! I also noticed that even if docked, the Pages panel can be made wider to show more pages without scrolling. But like when it is undocked, if the thumbnails are set to the small size, you still just get one column of spreads or pages ... which seems like an odd design choice.

Indeed. This app behavior / UI design is simply a weird waste of space, which is especially strange because the smallest thumbnails would allow to show the most thumbnails in a certain panel size. At least they could appear in pairs per line like the middle thumbnail size does in a "normal" panel width.
