Affinity photo and Topaz denoise glitch

Affinity photo and Topaz Denoise issue:

 

FYI:

I work with affinity photo and topaz Denoise.  The process (from Affinity to Denoise) works well. The problem is that once the filter is applied -the layer  does not work that well. If I try to add a layer effect-Outline-inside, at the point of selecting the radius the layer goes either completely black or other colour (please see attached file). It is not possible to add the outline to this layer. However, other layer effects (i.e. Gaussian blur) work well. 

The solution that works for me is to save the file as: JPG, and re-open the file in Affinity photo. Then  the layers effect-outline works. Otherwise, the two software apps do not work that well. Do you have a better solution to this issue?

Attached is a file with two layers -one with the filter applied, and the other layer prior to the application of the filter for you to see the issue.

It does seem to be an issue. A workaround could be to merge visible to create another layer then apply the layer effect to that?

Also happens with Topaz Sharpen AI.

I made a change to your suggestion: Once the Denoise or Sharpen Ai is applied, I duplicated that layer. Then, as per your reply, I merged visible these two layers. It worked.
