Hello, I am having trouble making the outer glow show up with a background layer color. I thought if the background layer was all the way at the bottom of the layer chain, it would show up. What should I be doing? Top photo of the glow, and bottom photo of the glow being gone once I have a background layer in.

Just by your 1st screenshot it is not quite clear whether you setup an outer shadow or an outer glow. - What are your effect settings? Here it seems to work:

As assumed you better use a Shadow – or change the Blend mode in your black Glow.
