Though I'm not even aware of that concept. from what it looks like on the previous photo persona, I might have selected all of the layers shown on the layer section? Is there any specific layer that I should choose? Quote

You should choose the one pixel layer or mask layer that you want to affect. I would imagine that liquifying a mask layer will give subtle results in many cases. But if you were trying to liquify that whole design you'll need to get a raster (pixel) version of it first, perhaps by using Layer > Merge Visible. You can then operate on the Pixel layer that will be on the top of your Layer stack.
