Liquify doesn't work! Why?

Sometimes when I wanna liquify with liquify twirl tool like this, it doesn't do anything, and I can't figure out what setting is wrong.

Is there any way to activate it?

What layer do you have selected in the Layers panel before you go into the Liquify Persona?

Though I'm not even aware of that concept.

from what it looks like on the previous photo persona, I might have selected all of the layers shown on the layer section?

Is there any specific layer that I should choose?

From that screenshot, you have only the Mask layer selected.

You should choose the one pixel layer or mask layer that you want to affect.

I would imagine that liquifying a mask layer will give subtle results in many cases. But if you were trying to liquify that whole design you'll need to get a raster (pixel) version of it first, perhaps by using Layer > Merge Visible. You can then operate on the Pixel layer that will be on the top of your Layer stack.
