Overlapping Lines In Publisher

Similar to my last question, but with tables. 

Even after adjusting the "stroke order," the top area of this chart seems to have thicker lines than the cells below. How can I equalize them?

Here your stroke width is 1.5pt. 

Another tip (I don't know if it's fixed), type in the value e.g. 0.5pt rather than use the sliders. 

I've located the text frame panel and adjusted it to 0.5 pt. But it still doesn't look even.
