Making layers

Hi,

I'm trying to mask a vector. I grouped a the vector and image. I'm trying to manually move the layer with my mouse up and into the vector layer but the software won't allow me to click and drag the layer up or down it's like stuck/ frozen. I can only move the layer up and down with the keyboard keys.

I'm trying to make a simple mask but it's giving me issues. can you please help.

Try clicking on the layers icon, the bit that displays the layers content.

I did, the layer was like locked. I had to restart my computer to make it work again. thanks for your help!
