What's the best way to create a circular "frame," in Affinity Publisher in which I'll have some lines which people can write text on and a greyish background tinge?

Something  like this?

  1. add a circle in light grey fill
  2. add a rectangle, no fill, black stroke in 1pt width
  3. use power duplicate to create as many lines as needed
  4. nest all rectangle to the circle

@AntiqueFlaneur, a slightly different way of doing things than the one proposed by @NotMyFault, but in the same spirit.
1/ Draw the circle, keep it selected, "Layer", "Insert", "Inside".
2/ Draw a horizontal line at the place where you want the top line to be, going beyond the right and left limits of the circle.
3/ Copy and paste this line on itself as many times as you want.
4/ Move the upper line (the last one created), to the desired location for the lower line.
5/ Select all the lines, "Space Vertically".
6/ Group the strokes.
7/ Possibly align horizontally with the circle.

Yes, because i did it on iPad. You can do the exact same in publisher, or open the designer file in publisher and copy/paste my template, and adjust it to taste.

It can be done using the same techniques in any of the Affinity apps.
