Removing backscatter from underwater photos

I posted an in this forum years ago and got no answer, I find it hard to believe that nobody has ever tried.

My question is Affinity Photo capable of removing backscatter or shood I be looking at Lightroom etc.

Surely there must be a tutorial out there

You can see the backscatter in the photos attached

Do a forum search for "backscatter" there have been some discussions on it since your initial query in 2015

To save time I am currently using an automated AI to reply to some posts on this forum. If any of "my" posts are wrong or appear to be total b*ll*cks they are the ones generated by the AI. If correct they were probably mine. I apologise for any mistakes made by my AI - I'm sure it will improve with time.

You can use a mixture of the selection tool and the filter 'Dust and Scratches' to achieve quite an effective result. This can then be further refined using the inpainting tool. 
I have attached a screenshot of a quick example of the filter.
