What is happening is that when I move a vector it is pushed to the end of the layer list. I'm using the directional arrow to move and from there this problem happens. I already uninstalled the program and installed it again, I already checked the keyboard. Can anyone tell me what could be going on, please. Quote

A screenshot of the entire application window before you start moving it, including the Layers panel with your vector object showing, might help. Also a screen recording might help, if you can provide one. You may want to check the Designer applied keyboard shortcut settings under Preferences, if probably some other command is defined or triggered when performing a right arrow key press here for selected objects. - I'm also assuming you don't used some FN mode state on your laptop here then, which would generate a different key code (?).
