Blur and Sharpen tools not changing anything

Your screenshot has the histogram selected (top right). The brush panel tab is fourth to the right according to your set up.

Hmmm. If that little dot is is your brush at 319px, then your doc is about 29,000px wide (?). 
At that scale and brush size, it just might take a few passes to show up clearly. And by passes I mean drag and release and drag and release and drag....

Are you using the tools while your zoom setting is at 20%?. Zoom to 100% and check it again at 100% brush opacity.

I have been messing around with different settings etc to try and get it to work and looking for effects. Nothing workable is coming up, just the ugly 'burn' stuff.  The actual blur and sharpen are not blurring or sharpening still.  Not like it used to, certainly nothing worth trying to actually work with.

I occasionally use the Blur brush.  As shown above, it works, though the effect is subtle.  I always sharpen with the Live Filter layer, so this is my first attempt at the Sharpen brush and I can't get it to work either. I am attaching screenshots of

  1. The full image I'm using
  2. Image zoomed, no sharpening
  3. The image after vigorous use of the Sharpen brush in Clarity mode. Opacity/Flow/Hardness are always 100%.
  4. The image after the Sharpen brush in Unsharp mode.
  5. To prove I'm not crazy, the image with a High Pass Live Filter applied.

I can see no difference between the original and either of the results with the Sharpen brush tool.
