Combining the marquee and move tools with copy merged does create a new pixel layer with the selection, but I'm unable to paste it in the "target" area. Quote

There is no Paste Replace in Photo or any of the Affinity applications. Copy the selected area. Paste, now you have a new layer which can be moved to where you want by using the Move tool.
